There are several powers available to vampires in RavenBlack City. Fifteen guilds house these powers, and they move every four days "to avoid detection from Humans." Shops work in the same way, except they move more quickly (but that comes later).
The Guilds are as follows: Allurists, Empaths, Immolators, Thieves, and Travellers. There are three levels of each, which makes the fifteen. Two different powers can be gained at each; depending on the guild, there will be either a non-leveled and leveled power, or two leveled powers, available from the guildmaster.
There are also 3 Peacekeepers' Missions, which are immobile guilds. However, you'd do best to ignore them; all information I provide about them is just so you know about the useless (very useless) powers offered therein.

Various players will find these guilds and shops when they move, and post the locations to sites such as A View In The Dark or the COVE. These places will become indispensable to anyone that needs to know the location of a guild/shop, and you basically never have to worry about tracking down a guild yourself so that you can get a power. This makes the process much easier.

    In order to gain a leveled power, you must go to the correspondingly-numbered guild. For example, you can't go to Empaths Guild 3 to learn Locate-2 or Locate-1. All powers are consecutive (1-2-3), with the exception of the non-leveled powers -- these can be gained at any level guild.
    Generally, the first place to go is Thieves Guild 1. The first power you'll want is Thievery (which, obviously, allows you to steal from other players). It's a good way to gain more coins. Since Shadows-1 is offered at the same guild, people usually find it easier to get that while they're at the guild; it saves time by not requiring a return trip.
    If both powers at a guild do not require that you undertake any sort of quest, you can get both at the same time. If one power requires a quest and the other does not, you can also get both at the same time. However, if you try and get two powers that each require a different quest, you will immediately fail the quest for the first power.

    As you can see, powers are not cheap and will take a while to acquire (6 months to a year, if you're fairly active within the game - longer if you only log in periodically). An easy way to get everything is to Donate to the game's creator, but that's not really recommended aside from the general 5 USD donation for the power Second-Sight (which is the only power unavailable in the game, and must be donated for in order to acquire). Donating an additional $5 for Surprise isn't a bad idea, as the power is the most expensive in the game and requires no quest at all.

    Suction --- 7,500 coins --- Bite 20 vampires with more BP than yourself.
    Stamina (1) --- 1,000 coins --- Speak the given Password at the given location (street corner: @, not SE) and lose 500 BP. 10 day limit to get to the location.
    Stamina (2) --- 2,500 coins --- Speak the given Password at the given location (street corner: @, not SE) and lose 1000 BP. 10 day limit to get to the location.
    Stamina (3) --- 5,000 coins --- Speak the given Password at the given location (street corner: @, not SE) and lose 1500 BP. 10 day limit to get to the location.

    Empaths Guilds
    Surprise --- 20,000 coins --- No quest.
    Locate (1) --- 1,500 coins --- Say "Check-Point" at the corner of each of the 4 given Locations (given successively), costs 10 BP at each location. 5 day limit to get to each location.
    Locate (2) --- 4,000 coins --- Say "Check-Point" at the corner of each of the 4 given Locations (given successively), costs 15 BP at each location. 5 day limit to get to each location.
    Locate (3) --- 15,000 coins --- Say "Check-Point" at the corner of each of the 4 given Locations (given successively), costs 25 BP at each location. 5 day limit to get to each location.

    Travellers Guild 1
    Telepathy (1) --- 2,500 coins + 10AP --- No quest.
    Celerity (1) --- 4,000 coins --- Run to the given Pub and buy a drink. You will have to run to a total of 3 Pubs. 3 day limit to get to each Pub, and you cannot use transits.
    Travellers Guild 2
    Telepathy (2) --- 5,000 coins + 10AP --- No quest.
    Celerity (2) --- 8,000 coins --- Run to the given Pub and buy a drink. You will have to run to a total of 6 Pubs. 3 day limit to get to each Pub, and you cannot use transits.
    Travellers Guild 3
    Telepathy (3) --- 10,000 coins + 10AP --- No quest.
    Celerity (3) --- 17,500 coins --- Run to the given Pub and buy a drink. You will have to run to a total of 12 Pubs. 3 day limit to get to each Pub, and you cannot use transits.

    Allurists Guilds
    Perception --- 7,500 coins --- Find and kill a vampire hunter within 10 days.
    Charisma (1) --- 1,000 coins --- convince 3 vampires to go to the specified pub. You cannot enter the pub yourself.
    Charisma (2) --- 3,000 coins --- convince 6 vampires to go to the specified pub. You cannot enter the pub yourself.
    Charisma (3) --- 5,000 coins --- convince 9 vampires to go to the specified pub. You cannot enter the pub yourself.

    Peacekeepers Missions
    Neutrality (1) --- 10,000 coins
    Remove Neutrality (1) --- 10,000 coins

    Neutrality (2) --- 10,000 coins and 500 pints of blood.
    Remove Neutrality (2) --- 10,000 coins and 500 pints of blood.

    Neutrality (3) --- 10,000 coins and 1000 pints of blood.
    Remove Neutrality (3) --- 10,000 coins and 1000 pints of blood.

    BattleCloak --- 2000 coins
    Remove BattleCloak --- 50,000 coins and 250 pints of blood. (Note: this can only be done once.)
